will a sh and surfactant blend clean this? I’m worried it may be too brittle. It’s on the side of a gas station.

Just take a small mix in a pump sprayer and test to be sure

Looks more like painted concrete to me, from what I’ve seen at other buildings.

That isn’t stucco. It should clean up just fine. Bleach and a little pressure. Some oxidation will probably get knocked of.
