Yes, and No Depends on how fresh the stain is and has it been baking in the sun letting it seep deeper. The type of oil, how porous the concrete, ect also effect the results. More than likely you will have a shadow remain especially with cold water. Also will take multiple treatments and pass to get most of it up.
