Where can you find the laws or regulations governing your town on reclaiming water?
Go in person to your local water authority. They will be the ones to know the answer to your questions

And keep in mind that there isn’t a water authority for ALL of TN, it can vary by county and even city. Sometimes you can find them online but sometimes you have to talk to a person to get the exact link. I’ve had to talk to several over the years.
The worst was a municipality in Colorado where the person told me NOTHING can go down the drain, he even said specifically “You know how kids do car wash fundraisers for the band or a school team? THEY even have to reclaim the water!” Never moving there, that’s for sure!
