Tar on Painted Brick

I came across something I’ve never seen before. This building is painted (white) brick and had what appeared to be a roof leak. Unfortunately I didn’t take any pictures, but looks like tar ran down the side of the painted brick where the leak was. This used to be a local bank with a drive thru but is now turned into a church. The leak was on the wall of the main building underneath the drive thru overhang. Tar appears to be pretty thick in some areas. I’d say around 1/4" thick and pretty solid. Anyone have any experience with removing tar or roof tar that ran down over the side of a building? Or any recommendations on chemicals to use? They are planning to re-paint the building after pressure washing is done.

Would it be that noticeable if they just painted over it when they repaint the place?

That could be an option. Their initial request was to remove it though so I wanted to reach out here to see if anyone had any similar experience before.

1/4 inch is pretty thick, sounds like scrapping to me, then cleaning up residue. You could use something like this

Scraper will leave marks, so painting might still be needed, might be able to blend depending on age.
