Dry ice blasting?
Naval jelly is awesome for removing it. Lps3 is awesome for preventing it.

There are only 2 choices when it comes to rust; encapsulate (cover with some type of direct to metal paint) or removal (chemical or mechanical). Mechanical methods range from your basic sanding methods from biscuits to blasting. There is an electric way to do it, but I have never tried it.
As a cleaner you have acid, acid negates rust. Be careful if the rust was from bleach so rinse it out thoroughly. A light application of a rust remover followed with some type of rust inhibitor should do the trick. Edit: there are non acidic chelating products available commercially.
A lot of your choices will be determined by how bad the rust is, from a light surface rust to flaking metal and corrosion the whole way through.
Unless you are going to do it professionally it will be noticeable. Have a good one, I’m helping the pool guys out today, they start late due to cold weather and water, what sissies.
