I imagine this is tar on concrete? Hot water and a degreaser. It’ll probably leave a shadow.

You need a Solvent based cleaner. Like a paint tar remover.
And hot water, Turbo nozzle helps.
Just last week, I removed some foot prints off a driveway for Fed Ex… Driver drove and walked over fresh asphalt
