Manually vented caps normally just have a screw in plug at the top, just back the screw out and it’s vented. You can leave it open all the time if you would like.

The machine is in the back of my truck. Can water get into the fuel tank if I always leave it open?
You want a redneck way of fixing it? Drill hole in tank slightly smaller than o.d. of 1/4" fuel line, slide 1/4" fuel line into tank about an inch, attach little plastic fuel filter at other end of hose to keep debris from entering. The fuel filter works as your vent. You could probably attach in a spot to where you can zip tie it to something to prevent the hose from being pulled out. Maybe next to a fuel line?
