You could try something like this but it’s expensive.
It’s “d-Limonene” that your looking for and I’m not sure but I think most citrus oil base cleaners have it.

I have a small tube of d-limonene right here on my desk. I bought it to build a model rocket with my kid. It is a non-toxic alternative to plastic cement. Basically works the same way, though: It melts the plastic a little bit and fuses the two parts together. I was skeptical for a long time because how could it really work if it just comes from oranges? But it does. It’s good stuff. Karnak makes an excellent d-limonene-based asphalt and tar remover that might be worth a shot:

That being said, I don’t know if the OP needs a non-toxic option. Personally, I’d be dumping heptane and xylene and whatever other scary-poisonous solvents I could find on there.
