Oxidation runoff. I would use F9 barc. One restore probably works as well.

Make sure to tell them that that mess is going to occur again unless they replace or repaint the lights. Some people like to blame the cleaner, saying you didn’t clean it right, after it starts running down the wall again.
she did say something about replacing the light fixtures but i cant assume that will actually happen. i will definitely reiterate it with her. thanks for the heads up!!!
Put it on your written estimate if you do those, there is no disputing it later on.
