The cylinder might have water, oil or fuel in it causing it to lock up. Pull the plug and try to pull/crank it.

I did that already and just got a new motor but would like to get this one working for backup

I’m a greenhorn newbie here but not to small engine repair. It is much easier to help diagnose if an engine make and model were given.
We’re there problems before?did this just start happening one day or have you noticed and problems, before?did the engine run good? How often does/ did it run?

Pump is going bad, i had the same problem. I replaced the AR pump that came with the machine with a Cat and runs smooth,no more getting my arm pulled out of my socket

It was the pull start mechanism

I replaced the coil on mine before I replaced the pump and it was doing the same thing.

Get a key starter for your engine. It turns the engine better and you’ll save your shoulder from getting unnecessary aches from playing with a pull starter.
