Mosmatic surface cleaner leaking out of the top... can it be repaired?

I was given a mosmatic surface cleaner, and when i used it, i noticed that a large amount of water was spraying out of the weep holes on the top of the cleaner (i think its the swivel?). I read that a small amount of water should weep out of those holes, but on mine it is spraying a huge amount out.

Can i repair or replace that part? I’ve included a link to a picture where i have the holes marked. I believe it is a 21" SC.

Also, the two tips are ground down pretty bad. Could someone recommend the proper tips i should be using on it? My pressure washer is a dewalt 4gpm, 4200 PSI unit.

Does anyone know if this swivel can be disassembled to replace the seals, instead of replacing the entire thing? If so, are there any instructions out on the web, or should it be pretty straightforward?
