I filled my SH tank in December and unfortunately only used half, so that bleach has been sitting for two months out in the sub freezing cold.
My question, if I top it off with fresh SH, will it raise the potency?
Yes of course they’d just mix, account for it being a bit lower strength and you’ll be fine
What I’m saying is, will it increase the strength when added to the weak stuff?
Say the old SH is at 6%, would adding fresh SH bring it up to say, 9-10%?
Yes depending on the amount say half 6% and half 10% you’d be at 8%.

I dont see any other option that could happen when mixed. It seems hes not had much chemistry class or he wants to sell you some more bleach
