So I recently got gifted a pressure washer by a family member, said he didn’t need it any more. Hoping I can make something out of it. It’s 2.5 gpm 3500 psi. Was just looking to see if I can put a 5.5 gpm pump on there is does that engine not have enough horse power ?

A 5.5gpm would put you at 1k psi at the pump, 300psi loss for every 100ft of hose. You might be able to soft wash with it but never concrete. Plus, 5.5gpm is a lot to feed with a garden hose and you can’t use buffer tank with it. Basically you got the start of a go cart project, but not much more.
