Turbo? 5% pretreatment? 3 passes? Might be everything combined…

Turbo time! Watch that crap fly!
Take stiff brush and hit the big clumps and really thick stuff - before you wet it or anything.
Then take your 25Deg tip and just kind of sweep the whole thing off. Don’t spend more than about 20 min for both the above steps. That’ll knock a good bit of it off - then pre-treat with about a 3-4% mix, let sit for about 10 min and then go to cleaning with SC. Probably need to make 2 passes. Rinse and and light post treat and collect check. Charge accordingly.

I did a couple like that. Surface cleaner didn’t phase it even after 4%.
Like @Racer said, I broomed off as much as I could, hit with 3-4%, let sit for a while then turbo and fan tip off the remainder.
If I may point something else out, some of that looks like asphalt, so the other guys may suggest a different method for that section.
