What makes concrete look like this? This is not leftover dirt on this sidewalk its conflicting coloring of the concrete. Is this just from old concrete that had no attention for many years and parts of it have been compromised by the organics?

Yup. It’s been neglected.
Sheesh, it’s concrete. That’s the way 95% of it looks. Google ‘discolored concrete’ and you’ll learn why. Several common things can cause it to look like that.
