Depends on what the customer wants. Are they staining with the same product and color? If so, a 1.5% bleach/soap mix on the wood followed by a good pressure washing should be fine.
Otherwise, it is a strip job and the vertical wood is going to be difficult. Hard to be definitive but from the pics it may very well be a water based stain product. And the wood/condition does not look like it is worth the expense.
