I have a client asking if we can remove this. It’s quite the distance for us to go test spot it, so preferably we avoid having to do that. Does this look like organic growth to you? The pattern got me wondering if it’s something else.
That looks like early morning condensation… you can see on the panels between the windows and base as well. I’d be curious to know what it looks like throughout that day… is this just something they notice every morning on their walk into the building or is it there in the afternoon after things have warmed up? If it is from moisture it could be organic and cleaning it and then sealing what I’m assuming is concrete could alleviate some of it. My other thought is that it’s runoff from the ledge above, but it looks too uniform for that to be the case.

Looks like it has better insulation where the wall studs are so the green areas are colder during the cooling season, creating condensation that keeps the mildew moist and healthy.
