Like they said above, F-13 is a common chemical used for gutter brightening. You can buy it from PressureTek.com. Purple Power is a similar chemical, that gets good reviews for this purpose, and you can buy it at a local auto parts store.
Dilute and use caution with either chemical, as mentioned in the previous comments.
I’d start a new thread for that question. Search first… here, and on other boards, and see if your question gets answered in doing so.
Pricing is a tricky thing to advise on… one approach is figure out how much you want to make per hour, figure out how long it takes you to do something, and go from there. You can search and find rough ideas of square footage prices for various surfaces… pick one on the low end, measure something and clean it, and see how it works out.
