Might be seasonal or regional. I noticed the same here.

Look for a wholesaler pool supply company in your area. They will have the 5 gallon jugs an 2 1/2 gallon jugs more than likely 15% too.
I’ll check into that, although the two I called are closed for the winter.
My local pool suppler only had 9% in 1 jugs. Luckily there is a chemical supplier not too far away.
