when asphalt is fresh and you have run off it will discolor it.
he did not wash the walls, but it might have been cleaned before and it just left sitting there.

I have a little bit of asphalt experience, may be able to help if you need more ideas.
that’s what i was thinking that is oxidation from the stick that settled on the concrete, or it’s cream. try hot water unit.
I also have a hard time believing that this is just a water stain, soaps of some kind must have been used I think.
Parking lot stripes look fresh, when was it done? I highly doubt that came off the concrete.
