I realize that a lot of people scrap moss off then proceed with washing the roof. At what point is a roof too far gone before you’d clean it?
When there is noticeable granule loss, or if the shingles are curling at the edges

We won’t clean it if there are blue tarps duct taped to it

I’d do that. A lot will come off with push broom. Spray what’s left. Hit it twice. Tell them it’ll come off after dying, drying and letting loose and a couple rains. It’ll look new in a month. I’ve done way worse with great results. $500-$600. Just my 2 cents
