Can this even be cleaned?

I know the bottom is painted but was the top also? It kind of looks like the top was painted brown and some of it wore off over the years.

Either paint or nicotine would be my guess. Try a paint stripper

Mabey a stain was used to tint the block, a certain builder in N Florida used a lot of poor quality stain on over 500K sq ft of block buildings that looks similar to the picture. I second the stripper, a small test area will tell you if your on the right track. Good luck & follow up with whatever you find.

FYI, straight up caustic soda makes an effective paint stripper…although it’s VERY aggressive…maybe make a 25% solution of sodium hydroxide to start with. Dwell time is 10 minutes.

Thanks for all the replies, I believe it was painted or stained years ago when built. Will try some suggestions and post the outcome.
